The practical limit is lower: in most feeds the title is squeezed into two lines next to or under a thumbnail, and anything past that becomes an ellipsis. On a narrow phone or in the suggested-videos sidebar, that can happen well before 60 characters.
That doesn't mean every title should be short. It means the part that earns the click has to come first. If your hook is in the last 20 characters, most viewers never see it.
YouTube cuts titles by pixel width, not by characters. "WWW" takes more room than "iii", and the layout changes with your window size, zoom, device and YouTube's own design updates. It depends on the screen. Titles are truncated by pixel width, usually to two lines in feeds and the sidebar, so the visible part is often somewhere around 40–70 characters. Put the hook first so the cut-off never removes it.
Not in themselves, but keyword-stuffed tails rarely help and push the hook out of view. Write for the viewer first; a clear topic phrase early in the title is enough for search.
